著者は本書において力（パワー）をどのように発揮するか、力のゲームに対してどのように立ち回るとどのような結果となるかといった点について、歴史上の人物の行動や逸話等を根拠に48の法則を抽出して説明している。 生命の本質が「力への意志」にあるのだとすれば、また人が集団を構成して、様々な力が複雑に入り組んでいるのが現実の組織や社会であるとすれば、我々は力を避けることは出来ない。本書は、「法則27」にもあるように、何かを信じたがるという我々の性癖をついて、力のゲームに上手く対処するための指南書のような読み方ができる。日常生活や組織内での行動にあてはまる部分も多いだろうし、政治、外交、戦略論、戦争などにも応用できる部分があるだろう。 ただし、本書において繰り返し登場する歴史上の人物がいるが、作者が打ち立てたい「法則」に合致するように史実が選択されているような気もする。また、かつてHe e t Simonが”Administ ative Behavio ”の中で組織経営に関する原則について指摘したように、本書における「法則」も諺や格言と似ていて、互いに矛盾するような内容がもっともらしく書かれているという側面もあると思う。例えば、決意に満ちた行動が必要だったり、さりげなく余裕をみせつつことにあたらなければいけなかったり、他の人と同じように振舞ったり、王のように振舞ったり、水銀（ヘルメス）のように非定型にならなければいけなかったり、といった具合に。もっとも、各章末に”Reve sal”として、法則が反対に働くこともあることが断られてはいるが、全体としては扱っているテーマの捉えにくさを反映して、力は「科学」ではなくて「アート」であるという感想をもつ。 それでもこの本は「曖昧に、シンプルに」メッセージが伝わるようにプレゼンテーションが工夫されていて、読み物として面白い。

もう一度読むべき本
毎日、イラクでの米軍のニュースを聞いている今、この本も、もう一度読む価値があるのかもしれません。私は、G eenは、この本以外には、human facto しかありませんが、未だに強い印象を残している本です。舞台は１９５０年代初期のベトナムでまだ米軍が地上介入する前です。おそらくＣＩＡのagentであるPyleは、独り善がりのアメリカの象徴として、描かれます。そしてThi d Fo ce（アメリカのイメージと利益に合致した）とRole of Democ acyを求めるPyleの活動は、悪意( ad motives)はないにしても、結果としては、お決まりの喜劇と悲劇を引き起こすこととなります。おそらくイギリス人であり著者の分身でもあろうFowle の有名なコメント”これほどの善意からこれほどの問題を引き起こす人間を、僕は知らない”というアメリカ人への描写は、今も当てはまるのでしょうか。今はもうなくなってしまった、ある一瞬のサイゴンの素晴らしい描写にもなっています。ただいつもながら、現地のベトナム人の描写は、生き生きとすることはなく、ステレオタイプというか、謎のままに終始します
